It is part of the CA (Cross-Application Components) Module, specifically within the CA-GTF-TS-TAX (Central Functions: Jurisdiction Code/Taxes) application component and is located in the VTAX_DET (Tools for External and Internal Determination of Jurisd.Code) package.
